Additional Roles

In addition to their roles within the Holmes Chapel Parish Council, a number of the councillors undertake other voluntary roles within the community.

As the Local government Review progresses and the new Cheshire East Council takes shape it may be necessary to review and revise some of these roles.

The roles relating to the Councils against the Dump (the Kinderton Waste Tip) and the M6 Committee have now been transferred to the Highways and Environment Task Group

Financial Officer (Member)

A member of the council who oversees accounts, budget preparation and financial issues. Liaises with the Clerk

Leisure Centre Joint Management Committee

A joint enterprise between Cheshire County Council, Congleton Borough Council and Holmes Chapel Parish Council. Congleton Borough Council is responsible for day to day management of the Leisure Centre but there is a joint agreement which provides for a Joint Management Committee to which the 3 councils appoint 4, 2 and 2 representatives respectively. The management structure is currently under review.

CBC Area Committee and Cheshire Association of Local Councils Area Meeting

Congleton Borough is split up into four areas and 3 or 4 times a year there is a meeting to discuss local subjects of interest. Similar to the Association of Local Councils Area Meeting but more concerned with Borough issues. However, because of the Local Government Review it has been decided to combine these two roles for 2008 / 9 with the Clerk of the Council also attending meetings and monitoring the shadow Cheshire East Council

The constitution of the Holmes Chapel Twinning Association provides for two members of the Council to be members of its committee.

Congleton Police Forum (Have your say)

This forum is organized by the Police to discuss policing issues in the District

Police Liaison Officer

Liaison between the local Police and the Council is most important. Also, an important part of this role is the fact that the Council have to provide a point of contact with the Police under the provisions of the Service Level Agreement relating to our PCSO

HC Community Action Meeting

This group is organised by the local Community Action Team of the Police specifically to discuss Holmes Chapel issues. In the last year it has considered anti-social behaviour, vandalism, skateboarding issues and road safety issues like speeding and parking.

Sandbach Almshouses Charity

This is an Ancient Charity which provides housing for needy people. It owns two blocks of houses in Sandbach, one built in the 1980's. Holmes Chapel Parish Council is entitled to appoint one trustee. The trustees run and manage the Charity with the assistance of a paid Clerk and they are responsible for all aspects of the functions of the Charity - e.g. repairs, lettings, etc.

County Transport Liaison Committee

This is a County Council committee which deals with all aspects of public transport and liaises with local areas. It has been particularly significant in providing new bus services in many rural areas

Alan Rickards represents the interests of the village on this group which has its own web site

Highway Liaison

These members attend the Local Highways Committee which is a joint committee between Cheshire County Council and Congleton Borough Council.
