We are proud to announce that our Parish Clerk, Tina Cartlidge, has achieved the Certificate in Local Council Administration (CiLCA) qualification, gaining Exemplary Submission Status for three out of five units. It is also notable that this has been completed ahead of the allocated time frame for the award, and obtained during these last few weeks of increased stress and workload due to the COVID-19 outbreak.
This important qualification allows the Council to re-instate the General Power of Competence, which is a broad power allowing the council to continue and increase its responsibilities to the parishioners of Holmes Chapel. It also allows the Council to continue under the Quality Assurance scheme, of which we presently have GOLD status.
It has been a remarkable year for Tina, learning the wide remit that falls to a Parish Clerk as well as undertaking the above qualification. Hearty congratulations on this great achievement.
